簡要規(guī)則描述：為持續(xù)優(yōu)化生活垃圾全程分類體系工作方案，三林鎮(zhèn)人民政府?dāng)M對(duì)243個(gè)垃圾投放點(diǎn)進(jìn)行微改造，配齊固定式洗手池、除臭、通風(fēng)、遮陽防雨、照明等裝置，新增污水排水溝等。主要工作內(nèi)容為地面、墻面、頂面改造、外墻面涂料翻新、安裝太陽能吸頂燈等；（具體數(shù)量及要求詳見工程量清單）
Brief Specification Description: In order to continuously optimize the work plan of the whole process classification system of domestic waste, the People's Government of Sanlin Town plans to carry out micro-renovation of 243 garbage delivery points, equipped with fixed hand washing sinks, deodorization, ventilation, sunshade and rain protection, lighting and other devices, and new sewage drainage ditches. 二、申請(qǐng)人的資格要求
2. Qualification Requirements for Suppliers
(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；

(b)落實(shí)政府采購政策需滿足的資格要求：
（1）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，支持中小企業(yè)發(fā)展：本項(xiàng)目是專門面向中小企業(yè)采購，評(píng)審時(shí)，中小企業(yè)產(chǎn)品均不執(zhí)行價(jià)格折扣優(yōu)惠。
（2）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；
（3）優(yōu)先采購節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標(biāo)同等條件下，對(duì)財(cái)政部財(cái)庫〔2019〕18號(hào)和財(cái)政部財(cái)庫〔2019〕19號(hào)文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實(shí)行優(yōu)先采購；對(duì)節(jié)能產(chǎn)品品目清單中以“★”標(biāo)注的產(chǎn)品，實(shí)行強(qiáng)制采購。供應(yīng)商須提供具有國家確定的認(rèn)證機(jī)構(gòu)出具的、處于有效期之內(nèi)的認(rèn)證證書方能享受優(yōu)先采購或強(qiáng)制采購政策。
（4)購買國貨政策：本項(xiàng)目不接受進(jìn)口產(chǎn)品。
