原資格要求
3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：Requirements for Qualification and reference of Bidder:
（1）資格要求 Requirements for Qualification of BidderA．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照；如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.B.制造商應(yīng)通過(guò)ISO9001（或GB/T19001）質(zhì)量體系認(rèn)證。投標(biāo)人須提供制造商有效的質(zhì)量體系認(rèn)證證書；B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.C． 境內(nèi)產(chǎn)品僅允許制造商投標(biāo)，境外產(chǎn)品接受代理商投標(biāo)。境外產(chǎn)品使用代理商投標(biāo)時(shí)，投標(biāo)人應(yīng)得到本次投標(biāo)所投產(chǎn)品境外制造商的同意，并提供該產(chǎn)品的合法唯一代理授權(quán)書。境外產(chǎn)品的投標(biāo)人組成中應(yīng)包含具有海水泵維修資源的境內(nèi)企業(yè)（即這種情況下，投標(biāo)人應(yīng)為一家具有海水泵維修資源的境內(nèi)企業(yè)，或是與一家具有海水泵維修資源境內(nèi)企業(yè)組成的聯(lián)合體）。Domestic products are only allowed for manufacturers to bid, and agents are allowed to bid for overseas products. If the bidder is an agent, bidder shall obtain the legal and only formal authorization from the manufacturer of the goods to provide the goods for this bidding.The composition of bidders for overseas products should include domestic enterprises with seawater pump maintenance resources (in this case, the bidder should be a domestic enterprise with seawater pump maintenance resources, or a consortium formed with a domestic enterprise with seawater pump maintenance resources).D. 是否接受聯(lián)合體投標(biāo)：是，聯(lián)合體投標(biāo)的應(yīng)提供有效的聯(lián)合體協(xié)議。Joint Venture: Yes, the consortium bidding should provide a valid consortium agreement.E.未領(lǐng)購(gòu)招標(biāo)文件是否可以參加投標(biāo):不可以Bid without the bidding documents：NOT Available
（3）業(yè)績(jī)要求Requirement for Bidder's reference:2014年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)產(chǎn)品應(yīng)具有至少2臺(tái)套浸沒(méi)式海水提升泵供貨業(yè)績(jī)，且均滿足流量≥2000m3/h，揚(yáng)程≥55m，介質(zhì)為海水，供貨業(yè)績(jī)中的制造商和產(chǎn)地須與此次投標(biāo)產(chǎn)品制造商和產(chǎn)地一致。
（3）From January 1, 2014 to the bidding deadline (based on the date of contract signing), the bidding product should have at least 2 sets of submerged seawater lift pumps with supply performance, and both meet the technical requirements of flow rate ≥ 2000m3/h, head ≥ 55m, medium of seawater, and the manufacturer and place of origin in the supply performance must be consistent with the manufacturer and place of origin of the bidding product.投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。海水提升泵業(yè)績(jī)證明文件包括：1）銷售合同復(fù)印件和2）到貨驗(yàn)收材料。投標(biāo)人所提交的業(yè)績(jī)證明文件必須體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、制造商名稱、貨物名稱、設(shè)備的相關(guān)參數(shù)（排量、揚(yáng)程，海水介質(zhì)）、到貨驗(yàn)收材料。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)合同簽署時(shí)間、制造商名稱、貨物名稱、設(shè)備的相關(guān)參數(shù)（排量、揚(yáng)程，海水介質(zhì)）、到貨時(shí)間、調(diào)試合格時(shí)間的，均視為無(wú)效業(yè)績(jī)。The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods，technical requirements ( Discharge capacity/head/seawater medium ) and Arrival acceptance materials If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, technical requirements ( Discharge capacity/head/seawater medium )and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
