水下井口重建設(shè)備是在平臺(tái)二級(jí)井控失敗，原井口防噴器無法完成關(guān)井的情況下，應(yīng)急介入的一套封井裝置，其作用是重新控制井口。該系統(tǒng)包括：雙聯(lián)閘板、井口連接器、管匯連接器等設(shè)備。Project Summary：Capping stack equipment is a set of sealing devices that intervene in emergency situations when the platform's secondary well control fails and the original wellhead blowout preventer cannot complete the well closure. Its function is to regain control of the wellhead. The system includes equipment such as Double Ram BOP, wellhead connector, manifold connector, etc.

申請(qǐng)人資格要求Requirements for Qualification of Bidder(1)營(yíng)業(yè)執(zhí)照：A.如果申請(qǐng)人為境內(nèi)注冊(cè)公司，申請(qǐng)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照；B.如果申請(qǐng)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；A．The bidder？within？the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combinedcertificate and business license;B.The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.(2)聯(lián)合體資格申請(qǐng)：不接受，聯(lián)合體投標(biāo)申請(qǐng)將被否決；Joint Venture: Not Accepted .(3)如果申請(qǐng)人為代理商，申請(qǐng)人應(yīng)得到所投貨物制造商同意其為本次投標(biāo)提供該貨物的合法正式授權(quán)書。If the bidder is an agent, bidder shall obtain the legal and formal authorization letter from the manufacturer of the goods to provide the goods for this bidding.(4)財(cái)務(wù)狀況：資格預(yù)審申請(qǐng)人須提供經(jīng)會(huì)計(jì)師事務(wù)所或?qū)徲?jì)機(jī)構(gòu)審計(jì)的2020-2022年度財(cái)務(wù)會(huì)計(jì)報(bào)表，包括資產(chǎn)負(fù)債表、現(xiàn)金流量表、利潤(rùn)表。申請(qǐng)人的成立時(shí)間少于規(guī)定年份的，應(yīng)提供成立以來至2022年的財(cái)務(wù)會(huì)計(jì)報(bào)表。申請(qǐng)人為分公司的，應(yīng)提供上級(jí)法人單位的經(jīng)會(huì)計(jì)師事務(wù)所或?qū)徲?jì)機(jī)構(gòu)審計(jì)的上述年度財(cái)務(wù)會(huì)計(jì)報(bào)表。The pre qualification applicant must provide the financial and accounting statements for the years 2020-2022 audited by an accounting firm or auditing agency, including the balance sheet, cash flow statement, and income statement. If the applicant's establishment time is less than the specified year, they should provide financial and accounting statements since their establishment to 2022. If the applicant is a branch, they shall provide the annual financial and accounting statements audited by an accounting firm or auditing agency of the superior legal entity.(5)資格預(yù)審申請(qǐng)人至少滿足如下財(cái)務(wù)指標(biāo)要求:a.2022年資產(chǎn)負(fù)債率不高于100%；b.2020-2022年平均營(yíng)業(yè)利潤(rùn)為正；The pre qualification applicant shall meet financial indicators as follows: a. The asset liability ratio in 2022 shall not exceed 100%; b. The average operating profit from 2020 to 2022 is positive; (6)資格審查有效期：自資格審查申請(qǐng)文件遞交截止之日起120個(gè)日歷日；Qualification review validity period: 120 calendar days from the deadline for submitting qualification review application documents;(7)業(yè)績(jī)要求Requirement for Bidder's reference：自2019年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），申請(qǐng)人所投產(chǎn)品的制造商/集成商應(yīng)具有至少1套水下應(yīng)急封井裝置或水下防噴器或水下井口連接器或水下節(jié)流閥任一項(xiàng)的供貨業(yè)績(jī)，銷售、出租或使用前述貨物提供服務(wù)均視為供貨業(yè)績(jī)。申請(qǐng)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：1）銷售、出租或使用該貨物提供服務(wù)的合同復(fù)印件和2）到貨驗(yàn)收材料或服務(wù)驗(yàn)收材料。申請(qǐng)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁（應(yīng)有雙方蓋章）、制造商名稱、貨物名稱、貨物數(shù)量及到貨驗(yàn)收材料或服務(wù)內(nèi)容及服務(wù)驗(yàn)收材料。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無法體現(xiàn)滿足上述業(yè)績(jī)要求的，均視為無效業(yè)績(jī)。From January 1, 2019 to the bidding deadline (based on the date of contract signing), the manufacturer/integrator of the products submitted by the applicant shall have at least one set of underwater emergency well sealing device, underwater blowout preventer, underwater wellhead connector, or underwater throttle valve supply performance. The sale, rental, or use of the aforementioned goods to provide services shall be deemed as the supply performance. Applicants are required to submit performance forms in the prescribed format and relevant performance certification documents. The performance certification documents include but are not limited to: 1) copies of contracts for the sale, rental, or use of the goods to provide services, and 2) materials for delivery acceptance or service acceptance. The performance certification documents submitted by the applicant must at least reflect the following contents: contract signing time, contract signing page (with both parties' seals), manufacturer's name, goods name, quantity of goods, and arrival acceptance materials or service content and service acceptance materials. Failure to submit performance proof documents, or failure to reflect the above performance requirements in the provided performance proof documents, shall be deemed as invalid performance.
