1.中化建國際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海油石化工程有限公司（以下稱為“招標(biāo)人”）委托，就中海油石化工程有限公司浙江LNG三期項(xiàng)目接收站工程所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)�，F(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Petrochemical Engingeer Co.,Ltd (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under ZHEJIANG LNG Phase III Project Terminal Project of CNOOC Petrochemical Engingeer Co.,Ltd by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.
貨物名稱： 低溫軸流式止回閥 
Nameof Goods: Cryogenic Axial Flow Check Valve.

Quantity:17 sets
規(guī)格：1臺20"-CL300、6臺14"-CL1500、6臺10"-CL1500、1臺4"-CL1500、2臺16"-CL300、1臺3"-CL900。
Specification: 1set 20"-CL300、6 sets 14"-CL1500、6 sets 10"-CL1500、1 sets 4"-CL1500、2 sets 16"-CL300、1 set 3"-CL900.
交貨期Delivery Schedule:
境內(nèi)貨物：合同簽訂后44周（貨到項(xiàng)目現(xiàn)場時間）
For goods within the PRC customs territory：within 44 weeks after signing the contract (arrival date to the jobsite).
境外貨物: 合同簽訂后40周（提單發(fā)貨時間）
For goods outside the PRC customs territory: within 40 weeks after signing the contract (departure date on the Bill of Lading). 
交貨地點(diǎn)Destination of delivery：
境內(nèi)貨物：浙江省寧波市北侖區(qū)白峰鎮(zhèn)白中線峙北段368號
For goods within the PRC customs territory: No. 368, North Section of Baizhong Line, Baifeng Town, Beilun District, Ningbo City, Zhejiang Province.
境外貨物：CIF中國浙江寧波港
For goods outside the PRC customs territory: CIF Ningbo Seaport, Zhejiang, P. R. China
2.對投標(biāo)人的資格、業(yè)績及證書要求：
Requirements for Qualification，reference and Classification of Bidder: 

（1）資格要求
Requirements for Qualification of Bidder
從中華人民共和國關(guān)境內(nèi)制造的貨物：投標(biāo)人只能為投標(biāo)設(shè)備的制造商。
For goods manufactured within PRC customs territory: Bidders can only be the manufacturers of the bidding equipment.
從中華人民共和國關(guān)境外制造的貨物：投標(biāo)人可為投標(biāo)設(shè)備的制造商或授權(quán)代理商。
For goods manufactured outside PRC customs territory:Bidders can be the manufacturers or Authorized Agents of the bidding equipment.
如果投標(biāo)人是授權(quán)代理商，必須滿足以下條件：
The bidder shall be the manufacturer or authorized agent of the bidded goods. If the bidder is the authorized agent, the following requirements must be met:
代理商應(yīng)提供制造商同意其在本次投標(biāo)中提供該貨物的正式授權(quán)書。
The agent shall provide the Letter of Authority from manufacturer to agree to bid the goods in this Bid (see Form-IV-9-4 in Volum One). 
如果投標(biāo)人為境內(nèi)注冊公司，需提供有效的營業(yè)執(zhí)照（具備獨(dú)立法人資格）復(fù)印件，并加蓋公章（以上證明文件在年審有效期內(nèi)）。
如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明。
If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license shall be provided (such document within the validity period);
If the bidder is an overseas registered company, it shall provide valid company registration certificate.
投標(biāo)人應(yīng)提供閥門制造商以下兩類有效認(rèn)證證書復(fù)印件，所有證書認(rèn)證的制造商名稱應(yīng)與其所提供業(yè)績的制造商、此次投標(biāo)貨物的制造商一致。
The bidder shall provide copies of the two type certifications of the manufacturer when bidding. And the name of the certificates shall be the same with the manufacture of References and the manufacture of the bidding Goods.
① 國內(nèi)制造商應(yīng)具有TS證書（特種設(shè)備制造許可證）和覆蓋投標(biāo)產(chǎn)品范圍的TSX證書（特種設(shè)備型式試驗(yàn)證書）。國外制造商應(yīng)提供覆蓋投標(biāo)產(chǎn)品范圍的TSX證書（特種設(shè)備型式試驗(yàn)證書），并在投標(biāo)時提供承諾函，承諾內(nèi)容為：供貨前提供閥門原產(chǎn)地證明和2024年5月31日前提供TS證書（特種設(shè)備制造許可證）。
