中化建國際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受海洋石油富島有限公司（以下稱為“招標(biāo)人”）委托，就富島公司35000立方液氨接收站項目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)。現(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC FUDAO LIMITED (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of The 35K m3 liquid ammonia reception station of CNOOC FUDAO LIMITED by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項目概況：富島公司35000立方液氨接收站項目，基于對液氨儲罐泄漏風(fēng)險的管控，以及國家標(biāo)準(zhǔn)的要求，液氨儲罐物料進(jìn)、出口設(shè)置在罐頂，故液氨只能采用罐內(nèi)潛液泵進(jìn)行輸出。
Project Summary：The 35K m3 liquid ammonia reception station project of CNOOC FUDAO LIMITED is based on the control requirement of leakage risk of liquid ammonia storage tanks and the requirements of national standards. The inlet and outlet of liquid ammonia storage tank are set at the tank top, so liquid ammonia can only be output by using submerged pumps inside the tank.

3. 對投標(biāo)人的資格和業(yè)績要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B．制造商應(yīng)通過ISO9001（或GB/T19001）質(zhì)量體系認(rèn)證。投標(biāo)人須提供制造商有效的質(zhì)量體系認(rèn)證證書；
